Right click on image and choose "script-fu" - "MH" - "cutout"(mode : 1, bg-color : original,
numbers : 15,27,10)
Duplicate image layer and select new layer, and choose "Filter" - "Generic" - "convolution-presets". Choose "Edge Detect(Prewitt)" in dialog. Uncheck "Desaturate".

Set new layer mode OVERLAY.
Right click on layer and choose "Flatten Image .
Right click on image and choose "script-fu" b- "Photoshop" - "Texturizer". Set Paper texture number -12.
